Theodore A. Feitshans received his B.S. in Animal Science from Cornell University, his M.S. in Agricultural and Applied Economics from the University of Minnesota, and his J.D. from Georgetown University Law Center. He is admitted to practice in North Carolina and New York. He teaches courses in agricultural law and environmental law in the undergraduate program in the Department of Agricultural and Resource Economics at North Carolina State University, where is serves in the dual role of Lecturer in the undergraduate teaching program and as an Extension Specialist for North Carolina Cooperative Extension. Mr. Feitshans has developed an Extension education program to provide legal information to a wide variety of audiences on environmental, agricultural, and related issues. Mr. Feitshans is currently conducting research on legal issues involving farm business succession and land preservation. Mr. Feitshans has been a frequent presenter at American Agricultural Law Association (AALA) annual conferences and served as a director for the 2003-2006 term. He is currently serving as president-elect of the AALA. He has been the recipient of many awards including a NC State 2008 Outstanding Teacher for 2007-2008, a 2006 AAEA Distinguished Extension Program Award, a 2006 North Carolina State Grange Search for Excellence Outstanding Program Initiative Award, and a 2006 SAEA Outstanding Extension Program Award. Teaching: Courses taught include Agricultural Law (ARE 306) and Environmental Law and Economic Policy (ARE 309). Student evaluations have consistently been excellent. Class size has more than doubled in ARE 306 and more than tripled in ARE 309 since 1995. Since the spring of 1997, ARE 309 has been on the World Wide Web. The site was upgraded and taught as a distance education course during the spring and fall 1999, and spring 2000, 2001, 2002, and 2003 semesters. The URL is . The web site for ARE 306 was developed as part of Project 25, an experiment sponsored by the Office of the Provost. The purpose of the experiment was to demonstrate the feasibility of teaching courses entirely on the Web. The web-based version of ARE 306 was created for the Fall1997 semester. The site was again used for a distance education version of the course in the spring semester 1999. The URL is . Serve as Chair of the Department's Undergraduate Curriculum Committee. Accomplishments include participation in the Department's recent CSREES review and leading the Department's planning for new courses, majors and minors, distance education courses and degrees. Extension: Duties included developing a dynamic and vital Extension education program in environmental and agricultural law and performing a critical role by providing information on legal issues to other members of the Department, members of the General Assembly, Extension Administration, Extension agents, and farmers and other Extension clientele. The Extension program developed, in conjunction with other campus faculty, includes an active program of Extension presentations and publications to provide legal information to a wide variety of audiences on environmental, agricultural, and intellectual property issues. Land preservation, estate planning and taxation and liability avoidance are the three most popular programs. Both the land preservation and the liability avoidance programs are a new programs developed over the last several years. In addition to numerous presentations of the liability avoidance program in-state to Extension agents, agronomists, farmers and others, the liability avoidance program has been presented at national conferences to participants in the poultry and egg industry and to participants in the pesticide application and management industry. The estate planning program has been presented to numerous county agribusiness and farmer audiences. In-service training on developing estate planning programs has been presented to Extension agents. Additional presentation topics include legal considerations in marketing farm products, forms of business organization, labor, and intellectual property. Many Extension publications related to these programs are now available through the World Wide Web. The Land Preservation Notebook is available on the web at http://www.cals.ncsu.edu/wq/lpn/. Since October of 2004 the education program has focused on legal issues arising from payments under the Tobacco Transition Payment Program (the Tobacco Buyout). Providing training for attorneys who work with tobacco producers and quota holders has been a key part of this effort.
