 <description>&lt;p&gt;I have reading articles and hearing of a program that is in place which essentially pays young kids to learn; a sort of monetary reward system. I understand why it is thought to be results oriented and has shown positive indicators thereof. I am also in agreement that since no other historically effective program has been or is in the works this initiative, such as it is, is considered better then nothing. However, even though this incentive program is making headway I have certain concerns…&lt;/p&gt;
