 <description>&lt;p&gt;Nice article except for one thing. Despite all the fine &quot;green&quot; work that Chicago seems to be doing it falls down on the basics.  We still have no comprehensive (city-wide) recycling program that works.  While some of the city has gotten blue bins for recyclables, the rest of us get the blue bag program where recyclables are thrown in with the regular garbage and may or may not be recycled.  This is very discouraging for those of us trying to recycle correctly.  &lt;/p&gt;
&lt;p&gt;Also mass transit here is a nightmare much of the time, as is traffic.&lt;/p&gt;
