 <description>&lt;p&gt;The only time I remember tax money going to a non-tax payer in recent times was called a stimulus package.  I believe this went to non-tax filers as well.&lt;br /&gt;
We pay 33% tax right now, (less 5 exemptions=28%) and we make less than $75,000.  Perhaps it&#039;s tuff to let the little guy live, because there is less control on them.   Imposing a slightly higher tax on those that pay only 18% to 25.4% tax probably isn&#039;t such a bad idea.&lt;/p&gt;
