 <description>&lt;p&gt;I think it improves efficiency.  I&#039;d like to think everyone was self-motivated, but in my experience a large majority of employees are not, and can get too easily distracted.&lt;/p&gt;
&lt;p&gt;To agree with Keith though, if you are in a marketing role or perhaps IT than there may be legit reasons to spend time on these sites to further business objectives.&lt;/p&gt;

 <description>&lt;p&gt;Yes I strongly believe so.  I had a great employee who was not a citizen and lost him due to expiration of his right to work.  This was also after our government paid $100,000 for his BS and MS degrees.  He was a hardworker too.  IMO I think we should do anything we can to increase the percentage of honest, hardworking, skilled people in this country.  There are too few people like that, especially in the tech sector.&lt;/p&gt;
