&lt;p&gt;This is fallacious.  First of all, fountains in public spaces can be few and far between.  The NY Times is running an editorial about this, urging the revival of the street-corner water fountain.  Outdoor fountains are also shut off seasonally at least in temperate regions.&lt;/p&gt;
