 <description>&lt;p&gt;For 20 years, I have researched this problem.  I have discovered that most of the thinking about these issues comes from the ivory towers of think tanks and universities, and has not yet connected to the streets, where the rubber meets the road. &lt;/p&gt;
&lt;p&gt;The biggest problem is that the historical HR groups don&#039;t know how to connect with the business groups.&lt;/p&gt;
