NJ Waterfront Improvement Property Resumes After Sludge Removal

Many local communities along the Jersey Shore are continually improving the look of the waterfront through public bids and state funding.  As a result, many area contractors are working tirelessly to get the job done.

During one such recent Bayshore project, plans were made to build a new bulk head, parking lot, walkway, pavilion and park.  The project was well underway when work came to a sudden halt.  During excavation, the General Contractor uncovered an abandoned wastewater holding tank. 

Upon investigation, it was learned that the tank was a part of an old wastewater treatment plant which existed there decades ago.   The treatment plant consisted of a series of above ground tanks and one 100,000 gallon  below ground sludge holding tank.  Unfortunately, the below ground tank had not been properly remediated and still contained liquid waste.       

The municipality’s resident environmental engineering firm immediately contacted Russell Reid for assistance in removing the sludge.  Samples of the material were taken and laboratory analysis revealed elevated levels of contamination making it unacceptable for traditional handling.  The contamination also limited disposal options. 

Russell Reid staff quickly went to work to formulate a plan of action to safely remove the contaminated material from the underground tank.   Meanwhile, Russell Reid’s Regulatory and Compliance Department worked to identify a permitted facility who would agree to accept the material for proper disposal. 

Due to the elevated levels of contamination, Russell Reid technicians were deployed with all necessary personal and site safety equipment.  A long reach excavator was used to remove the sludge from the underground tank and transfer it in to Russell Reid’s lined roll off containers.  As a result of the abundance of rain earlier in the summer, the waste material was too sloppy to transport. In order to properly and safely transport the material, it needed to be solidified on site before being moved.  Russell Reid arranged for on-site solidification utilizing kiln dust which was delivered in large quantities to the site.   Each roll off container full of sludge was then stabilized with the kiln dust prior to transportation to the disposal facility.  

As an added challenge, the remediation project needed to be completed quickly in order for the improvement work to continue.  Russell Reid staff embraced the arduous task and deployed up to three roll-off trucks per day and countless lined roll off containers.  Once again, Russell Reid delivered – 31 loads in 7 days!

As a result of the collaborative effort between all those involved, the remediation was completed in record time and the shore community is well on their way to realizing a greatly enhanced waterfront area.    Russell Reid was integral in the completion of the project and was pleased to be able to contribute to the achievement of a successful outcome.
