The unemployment rate continued to spiral upward over 10.2% for October 2009. Mixed data includes factory orders in the U.S. slight bump upwards .9% for September 2009, primarily from government stimulus spending in auto, heavy machinery and military sectors, according to Commerce Department Reports. The trend continues of large scale jobs cuts in order to boost corporate earnings through internal cost controls while consumer spending remains anemic. The latest restructuring announcements today includes, Nokia Siemens Networks (NOK) cut 5,700 jobs; HSBC (HBC) cuts 1,700, Sun Microsystems (JAVA) - Oracle (ORCL) cut 3,000; and Johnson & Johnson (JNJ) cut 8,000 jobs; among others.

Note below, my stimulus proposal outline entitled; “Sustainable Job Creation Solutions for Unemployed Americans”. It could be further developed through bi-partisan efforts by placing new job creation directly into the hands of the unemployed individuals. Innovation has always been a unique strength of the American collective dialogue to find solutions.
Phase 1 – Sustainable Job Creation Basic Principles:
a. As standard policy it is suggested to give all qualified unemployed people direct access to startup small business loans of five to ten thousand dollars at low interest rates. If implemented, it could enable all 15-million unemployed Americans to gain the benefit of building their own employment through proposed coordination of the Department Labor, Social Security, and Small Business Administration (SBA) guidance support services.
b. Require all recipients to attend a new three week FREE educational startup business program (classes held late afternoon or night time) focused on entrepreneur topics – provided by SBA.
c. All recipients under the program must agree to payback their startup business loans within three years. In the event the loan is not paid back or only partially paid, the recipient would be required to “work-off” the remainder through local community services.
Phase 2 - Qualifications of the Startup Business Loan Recipients:
a. Must be unemployed
b. Must complete or be in the process of completing the new three week FREE educational startup business – entrepreneur classes provided by the SBA.
c. High school graduates qualify to get startup loan benefits up to $5,000.00
d. College graduates (four year) qualify to get startup loan benefits up to $10,000.00
e. Recipients should have a minimal credit score of 550 FCIO or better
f. The loan benefits must be spent on startup business related costs only
Phase 3 - The Job Creation Program Delivers Results:
If implemented, this proposed program would rapidly create millions of innovative small businesses throughout the country. The Job Creation Solution For Unemployed Americans Program delivers by taking large numbers of workers (for example, 5 million or 30% unemployed of the total 15 million) into new startup entrepreneur career opportunities. It also stimulates competitive markets i.e. manufacturing, retail business, food services, elderly healthcare assistance, youth education, high tech innovations, nonprofit organizations etc.
Phase 4 - Small Business Creates New American Jobs:
Firms with fewer than 500 employees accounted for 64% (or 14.5 million) of the 22.5 million net new jobs (gains minus losses) between 1993 and 2008, according to the Small Business Administration.
U.S. Employment Data - Small Business Impact Overview:
• Small business represents 99.7% of all employer firms.
• Employing just over half of all private sector employees.
• Pay 44% of total U.S. private payroll. Small firms with less than 500 staff employed over 60 million workers. Firms with fewer than 20 employees employed 21.6 million.
• Have generated 64% of net new jobs over the past 15 years.
• Entrepreneurs created more than half of the nonfarm private gross domestic product, GDP data just released (Oct. 29, 2009).
• Hire 40% of high tech workers (such as scientists, engineers, and computer programmers).
• Are 52% home-based and 2% franchises.
• Made up 97.3% of all identified exporters and produced 30.2% of the known export value in FY 2007.
• Produce innovation of 13 times more patents per employee than large patenting firms; these patents are twice as likely as large firm patents to be among the one percent most cited.

Phase 5 - National Resolution:
The proposed “Sustainable Job Creation Solution for Unemployed Americans” or similar plans will dynamically and immediately solve the employment - career needs of millions of unemployed Americans. Traditionally, it has always been our nation’s strength during tough challenges to trust the people to control innovative economic solutions.
Ultimately, the above proposed or similar model of directly transforming millions of unemployed into startup small business entrepreneurs generates healthy consumer confidence and stimulates consumer spending, therefore achieving a truly sustainable economic recovery.
