HABITAT ENERGY PARKS- HOW TO EVOLVE LOCAL LEADERSHIP IN INDIA!

LOCAL POWER SOLUTIONS BY NEW GENERATION OF LEADERS!

HABITAT ENERGY PARKS- HOW TO EVOLVE LOCAL LEADERSHIP IN INDIA!

Could we imagine that sons and sons of Chief Ministers would be logical choice of leadership for us Indians? Could we imagine that sons and daughters of the ruling heroes would be our Hobson’s Choice? Well nothing new except the occasional denouncing this by likes of Naryanmurthy. But why even likes of Naryanamurthy and Abhinav Bindra and Vijender Singh, who all lambasted the hegemony of established political controls, could not succeed.


The reasons may be many but some of them are that what Late Rajiv Gandhi termed as hegemony of ‘brokers of power’. That ‘powerful’ brokers however are being challenged when leaders of industry and sports have questioned that they succeeded without their support. India is trying to emerge from the shadows of these power brokers. However, India’s innovative spirit has yet not found a complete institution of overcoming the stranglehold. We devised a complete regional ecological and economic development with some specific cluster of villages to be used as models. These cluster of villages called NAV GRAM, NAV RATNA, are to be designed in an integrated, organic and interdependent performing units attached to a ‘super-facility-commodity store’, named HABITAT FASAL PLAZA. Ideally this place would provide impetus to house a local source of power to the inhabitants through HABIAT ENERGY PARK. At PLAZA there would be single window delivery of ‘credits’, ‘agri and artisan inputs’ as well as machines and article of daily use, in addition to the place providing facilities for organizing meeting, religious discourses etc. The whole idea is to provide ‘agency’ approach become ‘GOVERNANCE SERVICE PROVIDER’ to local governance machinery for many of its functions (such departments may be suited more wherein leakages are above 50%) wherein number of departments and public sector corporations would distribute government loans, grants and subsidies. The source of ‘easy and greasy money’ for the ‘brokers of powers’. For keeping control on this money, various forms of syndicates become active in almost all type of governmental institutions to the utter dismay of some of the honest politicians and governmental functionaries and then, find ways and means to disregard public outcry despite novel instrument of public monitoring of transparency such as RTI Act in the recent past.

 

However, as these ‘brokers of power’ try to control more and more through their designs, there is a burst of global collaborative and innovative forces, helped by internet tools of social networking. These networks have united forces in letting the communities to become more and more demanding in India. But they have to go beyond demanding! That is the gap the HABITAT GROUP has come to answer. The LOCAL SOLUTIONS by the community, for the community and of the community. That is, democracy of grass-roots could be possible when those demanding it  have ‘responsible and credible organizational solutions’ for delivery  within the framework of Constitution of India, especially its Amendments on Local Self Government devised by Rajiv Gandhi should become ‘MISSIONS’, named LOCAL SOLUTION MISSIONS. These MISSIONS should identify appropriate models of governance for delivery of public utilities and public services in ecologically and economically competitive ways. For that institutional structure has already been cited in this article: Regional Ecological and Economic Development Council; 9-GRAM, 9-RATNA YOJANA- with programme delivery models of HABIAT FASAL PLAZA, HABITAT ENERGY PARK, HABITAT FOOD PARK, HABITAT EDUCATIONAL HUB. These kind of PARKS with long-term financial instruments such as bonds raised through Local Self Government, would attract investment in such a way that not only economic but ecological aspirations of the regions are met.

 

HOW THAT COULD BE DONE?

 

The CCA means great for local solutions through Local Economic Development Agencies or Local Self Government.

 

In India, the Local Self Government on papar are given lot of powers but effectively there are no rules devised for the implementation of those policy measures.

 

That probably is due to lack of trust of the provincial and federal authority on the acument and capacity of the Local Self Government to design effective delivery of public services such as power, education and health.

 

That is the biggest fraud of 21st Century and there are visionary activists and policy champions like Fenn in India as well.

 

These champion are even at the apex level of the Indian government but they, like the big corporation in the US, are advised to become defensive to take any innovative institutional and techno-business steps by heavily entrenched establishment.

 

That entrenched estabishment in India was called 'brokers of power' by its legendary leader, ex Prime Ministr, late Rajiv Gandhi, who initiated at least 8 Technology Missions in his reign from 1985-89, which by the end of 20th Century made India a force in IT and telecom sectors.

 

India needs a GREEN POWER MISSION and that MISSION could require surely laws like FENN's not only for power sector but for integrated delivery of public services, including utilities like electricity and water. Other public services do include agricultural and rural development enterprises through hub-and-spoke modelled cluster development plan of HABITAT FASAL PLAZA.

 

With that I am all for FENN's invitation at a CONFERENCE being organised by us in New Delhi from 30 January to 1 Februrary, 2009 at New Delhi on issues of providing control to the community in choosing its source of power. For that kind of choice, surely the community need workable models.

 

We are exploring the best of models from across the world and the scheme is explained below for giving an idea what is the opportunity in India offered through HABITAT ENERGY PARK CONSORTIUM:

 

I framed the policy for the Animal Welfare Board of India to set in reform process for about 4500 autonomous institutions in rural areas and one of reforms is creation of HABITAT ENERGY PARKS utilising multi-modal forms of renewable energy. HEP attracted a huge attention of vairous ministries of Indian government solely because we have a solid client base. We however are totally committed to tap this opportunity to supply a very credible and cost effective power to our customers in carefully selected clusters in rural India. With that I mean, these clusters with existing mechanisms, are ready to participate in 'cluster development plan' tailor-made by our associated NGOs. It means that HABITAT ENERGY PARK becomes at the centre of invigorating and fuelling the economic growth of a selected cluster. The credible electric supply is needed for ensuring small scale industries to be housed in AGRO-FOOD or APPAREL PARKS,which are being subsidised by some government boards.

 

What I am suggesting is that India opportunity with us could be discussed and if we are able to understand each other's needs, there are about a 1000 units which could lap up our renewable energy solutions, maninly biodigestor-gas-biomass-fuel and solar one, as we have seen at ground. This whole gamut would gel very well with rural development subsidies being poured in India and by working efficiently and cost-effectively, there is a huge scope.

 

We have also plan to establish some Solar Electric Education Network through Community College Institutions and market in India is huge. Site selections have already been done.
