Etymologically, the title comes from the Latin for “placed first.” The
dictionary provides an interesting array of more specific definitions, including
these: (1) the chief dignitary of a collegiate or cathedral chapter; (2) the
chief magistrate of a Scottish borough; (3) the keeper of a prison; and (4) (a
definition that informs without clarifying) a high-ranking university
administrative officer. Actually, I sometimes think definition number 3 comes
closer to my work than any other. (Perhaps that is why faculty keeps sending me
Dilbert cartoons!) In most cases, the provost in a college or university is
simply the chief academic officer and, typically, is the administrator in charge
when the president is off campus.

The College has several counselors who help
learners map out their academic plans and careers, provide encouragement or
direction with their current course loads, and make sure their class credits
will transfer to the future university of their choice. We have, by far, the
most sophisticated counseling staff of any two-year college in the state. We are
committed to supporting learners in whatever they choose to achieve.

In summary, the idea is to give all of the information
to help others to judge the value of your contribution; not just the information
that leads to judgments in one particular direction or another. We've learned
from experience that the truth will come out. Nature's phenomena will agree or
disagree with your theory. And it's this type of integrity, this kind of care
not to fool yourself, that is missing to a large extent in much of our society
today.

Further, this long history of learning how to not fool ourselves
-- of having utter scientific integrity -- is, I'm sorry to say, something that
we haven't specifically included in any particular course that I know of. We
just hope you've caught on by osmosis.

So I have just one wish for you
-- the good luck to be somewhere where you are free to maintain the kind of
integrity I have described, and where you do not feel forced by a need to
maintain your position or financial support, in a relationship, an organization,
or so on, to lose your integrity. May you have that freedom.

: I do not intend to have this collective bargaining process
interfere with all the positive strides this college achieved in its recent
rebirth. However, the financing of higher education is intimately related to
quality so this process must complete itself.

The balance between
preparing leaders, training employees, providing a basis for technical and
artistic discovery, creating new knowledge, transmitting past culture,
redressing the legacies of discrimination and ensuring the continuation of
democratic principles will continue to shift within education and our society.
As these needs shift over time, and in response to many factors, we will
continue to reflect and re-create our institutional role in higher education for
today and the near future.

FISCAL MANAGEMENT
NTC will be the fiscal agent for the
grant. All of the MJSP previously funded projects have been successfully managed
and completed. NTC tracks all grant money using the MNSCU system of accounting.
Each new grant is assigned a six digit cost center code. This system works
efficiently to catalog both revenue and expenditures. Fiscal Manager is Judy
Rinkenberger, Business Manager, NTC, Bemidji, Minnesota, (218) 755-4270. Because
NTC is a part of a public agency, audits are not conducted as a separate unit. A
letter to this effect is attached as Appendix D.
